Cost for IPTV sever & panel?

I have seen many sites selling reseller panel. How much does it cost to make own server? What configurations do I need to create my own panel or server? Any recommendations from how I can buy panel or prepare a server. A server in which I give credits to resellers. What other options do I have If I will not move forward with the server due to heavy cost.
