It is not because they don't try. Detecting the bad actors is more difficult than "herding cats". Think of it like this, when a restaurant buys a side of prime beef, it requires an abundance of trimming and you end up with less than you started with but you are left with an incredible selection of prime steaks, ribs, and roasts.
